EESL seeking bids for 24 MW Polycrystalline modules in Maharashtra

As part of the government's Mukhyamantri Krishi Vahine Yojna, the Energy Efficiency Services Limited has released a Notice Inviting Tender (NIT) for contractors to supply polycrystalline modules (330W and above) for its decentralised grid connected solar project in Maharashtra that will solarize agricultural feeders.

On uninhabited land owned by the Maharashtra State Electricity Distribution Company Limited or a gramme panchayat, EESL would build decentralised solar power plants with producing systems with capacities ranging from roughly 0.3 MW to 10 MW under the MSKVY scheme.

The deadline for bid submissions is set for October 17, 2022.

The Rs 11.8 million earnest money deposit is required from all bidders. Within 28 days of the award, the chosen bidders are required to provide a performance bank guarantee equal to 3% of the contract sum.

The complete 24 MW capacity of solar PV modules must be quoted by bidders.

Within three months after the tender's award, the chosen contractor will develop, produce, test, and supply solar PV modules in several Maharashtra districts.

In addition, the winning bidder will oversee the supply of machinery and equipment and offer all services, such as inland transportation for site deliveries, unloading, storage, handling, and installation.

The solar PV modules will be provided by EESL to system integrators, who will build the solar PV-based power plants and offer 25-year operation and maintenance services.

The names of contractors or companies participating in the bidding process must be included in the manufacturer's Approved list of Modules.

Bidders must supply polycrystalline modules with 72 cells in a 12*6 configuration and five bus bars or better technology. Bidders must ensure that the modules under consideration are 17% efficient and suitable for a system voltage of 1,500 V.

Only class - I local suppliers with a minimum of 50% local content are eligible to bid.

Bidders must be solar cell/module manufacturers with experience producing and supplying 7.2 MW of 330 W or higher solar cell capacity globally in the last three years.

In the previous three years, they must have had an average annual turnover of at least Rs 176.4 Million. They must also have liquid assets or credit facilities worth at least Rs 147 million.

Convergence Energy Services Limited, a division of EESL, issued a request for proposals earlier this year for the design, engineering, supply, construction, installation, testing, and commissioning of 86 MW of decentralised solar systems, with capacities ranging from 300 kW to 10 MW, at various substations of the Punjab State Power Corporation Limited.
