NHAI invites bids for Thiruvananthapuram outer ring road package II

On February 1, 2023, the National Highways Authority of India (NHAI) published a tender for the maintenance and construction of the 4L Thiruvananthapuram outer ring road package II from Thekkada to Vizhinjam in Kerala on hybrid annuity mode under Bharatmala Pariyojna through public-private partnership on a design-build, operate, and transfer (hybrid annuity) basis and has decided to carry out the bidding process of selecting a private entity as a bidder to whom the project may be awarded.

The tender seeks for civil work worth roughly Rs 14,89,00,000 crore to be completed in 910 days, or nearly 29 months. As per the tender, the bid validity will be 120 days, and it will be an open bidding process. The bid submission period began on February 1, 2023 and will end on May 8, 2023.

The complete BID document can be viewed and downloaded from the e-procurement portal of NHAI at https://etenders.gov.in/eprocure/app. Prior to or along with the bid, the bidder shall pay to the authority a sum of Rs. 1,50,000 as the cost of the RFP process transmitted online to NHAI, specifying the tender ID and bid due date.

This is the second package of the 62.20 km Thiruvananthapuram Outer Ring Road (ORR) or Outer Area Growth Corridor (OAGC) project by NHAI, which is an approved 6-lane access-controlled highway around Thiruvananthapuram (Trivandrum), Kerala.


This entire highway project (Thiruvananthapuram Outer Ring Road) comprises of 2 sections or "rings", a 29.25 km northern ring (Navaikulam to Thekkada) and a 33.4 km southern ring (Thekkada to Vizhinjam), which also includes a 12.659 km expressway to connect Thekadda and Mangalapuram.

The project’s pre-feasibility report (PFR) was prepared by L&T Infrastructure Engineering in May 2017. Its Detailed Project Report (DPR) was finalized and submitted to NHAI in September 2022 by Kerala Industrial and Technical Consultancy Organization (KITCO). Land acquisition for 348.09 hectares started in December 2022. The project’s foundation stone has not yet been laid.
