BSNL invites bids for 10 MW Rooftop Solar Projects

Bharat Sanchar Nigam (BSNL) is seeking project developers to establish grid-connected rooftop solar projects with a total capacity of 10 MW across its buildings in various states. The projects will be implemented under the renewable energy service company (RESCO) model.

Interested bidders must submit their proposals by June 28, 2023, and the bids will be opened on June 30. As part of the submission, each bidder is required to provide an earnest money deposit of Rs 500 ($6.07) per kilowatt (kW) of the quoted capacity. The successful bidder must also present a performance bank guarantee of Rs 1,000 ($12.13) per megawatt (MW) of the approved capacity before signing the power purchase agreement (PPA).

Bidders are allowed to bid for any number of zones, but the maximum total capacity awarded to a bidder will be limited to 5 MW.

The selected bidder must complete the project within six months from the issuance of the letter of intent. BSNL aims to enter into a PPA with the chosen developers within 90 days from the date of the letter of intent.

To be eligible, bidders must have prior experience in designing, supplying, installing, and commissioning grid-connected solar power projects, with a cumulative capacity of at least 25% of the quoted capacity over the past seven consecutive years. These projects should have been commissioned and operational for a minimum of one year.

Among these projects, bidders must have executed at least one grid-connected solar power project with a minimum capacity of 100 kW.

Additionally, the net worth of bidders must be equal to or greater than Rs 2 million ($24,264) per MW of the quoted capacity, as of the last date of the previous financial year. Bidders should demonstrate a minimum average annual turnover of Rs 4 million ($48,527) per MW of the quoted capacity over the past three financial years. Furthermore, bidders must provide evidence of working capital or a line of credit for the previous financial year, amounting to at least Rs 2.25 million ($27,297) per MW of the quoted capacity.

BSNL has mandated that bidders obtain modules for the project from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.

Previously, BSNL had issued a request for proposal (RfP) to implement grid-connected rooftop solar projects in various parts of Maharashtra, using the RESCO model.
