Delhi Metro Phase 4 Consultant Contract DCS-1B: 3 Bidders

The Delhi Metro Rail Corporation (DMRC) is currently working on an extension project called Delhi Metro Phase 4. The project, which would see the building of 46 stations and 65.1 kilometers of new lines, was approved by the Indian government in March 2019.
The three approved corridors are:
- Magenta Line Extension: This 28.92-kilometer extension will connect Janakpuri West to RK Ashram Marg. It will have 14 stations, 10 of which will be elevated and 4 underground. Pink Line Extension: This 12.55-kilometer extension will connect Mukundpur to Maujpur. It will have 6 stations, all of which will be elevated.
- Silver Line: This 23.622-kilometer line will connect Tughlakabad to Delhi Aerocity. It will have 15 stations, 4 of which will be elevated and 11 underground.
- The Delhi Metro Rail Corporation (DMRC) issued an invitation for expressions of interest (EOI) in May 2021 with a 1620-day contractual duration. Six applications were submitted in July 2021, and three bidders were shortlisted in March 2022. A second tender notice with a 1530-day (4.19-year) contractual period was published by DMRC a year later.

Consultancy Services for Implementation of Delhi MRTS Project Phase-IV
The role of the Consultant is mainly advisory capacity to DMRC in various areas for successful commissioning of complete MRTS-IV Project.
Consultancy services shall be provided through expatriates and local experts. In certain areas, consultancy services shall be provided through local experts only.
Field of services shall be Project Planning, Programming and monitoring, Civil Engineering, Design & Structure, Quality assurance in construction, signalling, Telecommunication, Automatic Fare Collection System, Track, Ventilation, Air Conditioning, BMS, Rolling Stock and Safety, Health & Environment.
Entire consulting team shall be headed by a Team Leader. The general responsibility of Team Leader and Scope in other areas will be provided to the Shortlisted Consultants.
Selection method
Quality and cost-based selection (QCBS) will be used for Contract DCS-1B, and the Quality Cost Ratio will be 80:20.The consultants whose Technical offers are deemed to be in line with the important elements of the RFP will have their financial offers made public. The evaluation will give the obtained technical score 80% weight and the obtained financial score 20% weight.
