NAKSHA Phase 2 Training for ULB Officers Begins 16 June

The Department of Land Resources (DoLR), under the Ministry of Rural Development, will commence the second batch of Phase 2 training under the NAKSHA (NAtional geospatial Knowledge-based land Survey of urban HAbitations) programme from 16 June 2025. The training will be conducted at four Centres of Excellence (CoEs) across the country and aims to build capacity for accurate, technology-driven urban land surveys.
The programme will be virtually inaugurated by Shri Manoj Joshi, Secretary of DoLR, on 16 June at 10:00 a.m. A total of 128 officers from around 74 Urban Local Bodies (ULBs) have been nominated to undergo a week-long, hands-on training. This follows the successful completion of Phase 1 and the first batch of Phase 2, which trained 160 Master Trainers and 151 ULB officers by early June.
Training will be conducted at:
1. YASHADA, Pune, Maharashtra
2. Northeast Region Centre of Excellence, Guwahati, Assam
3. MGSIPA, Chandigarh, Punjab
4. ATI, Mysuru, Karnataka
The curriculum focuses on modern geospatial tools such as GNSS, ETS, and Web-GIS, along with land parcel mapping, and the legal-administrative framework for urban land surveys. These tools aim to equip ULB officers and field staff with the technical skills necessary for high-accuracy urban property mapping under the NAKSHA initiative.
Launched as a pilot programme in partnership with the Survey of India, NICSI, MPSeDC, and five CoEs, NAKSHA is currently being implemented in 157 ULBs across 27 states and 3 union territories. The initiative is a response to the growing demand for reliable, accessible land records, as India's urban population is expected to exceed 600 million by 2031.
Through this initiative, the government seeks to modernise land record management and support urban planning with precise, verifiable geospatial data.
