Odisha Plans 426-Acre New Cuttack Smart City to Boost BCPPER

The Odisha government is considering the development of a 426-acre ‘New Cuttack City’ on reclaimed land along the Mahanadi River, aimed at enhancing the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) into a globally competitive urban-industrial corridor. The plan envisions New Cuttack as a smart city and ecological hub that integrates cutting-edge urban infrastructure with environmental sustainability.
According to recent reports on BCPPER, the project will feature a world-class eco-park, research and rejuvenation centres, sports amenities, and tourism infrastructure designed to attract investment, skilled professionals, and visitors from across India and internationally.
Distinct from conventional city expansions, New Cuttack is inspired by pioneering models like Gujarat’s GIFT City. It will focus on emerging sectors such as health and wellness, eco-tourism, sports science, and advanced research, while also providing ample public recreational spaces for the residents of Cuttack and the surrounding region.
With ecological resilience and thoughtful aesthetic planning at its core, the development aims to become a flagship example of sustainable urbanism in Odisha. As outlined in the state’s Vision 2036 and 2047 blueprints, the area will incorporate smart mobility corridors, open green spaces, and walkable waterfront promenades.
This project forms a key part of the ambitious $500 billion Odisha Vision 2036, which seeks to grow the regional economy from $22 billion to $500 billion by 2036. The government’s broader strategy includes accelerating urbanisation and infrastructure development across the Bhubaneswar-Cuttack-Puri-Paradip belt.
BCPPER is being structured as a unified regional economic hub, prioritising industrial growth, medical tourism, logistics, and skilled services. Major associated initiatives include a 2,500-acre aerotropolis in Puri, a 200-acre medi-city in Cuttack, and a 5,000-acre industrial township linking Bhubaneswar and Cuttack.
