Palakkad Smart City Infra Contract Awarded to DBL–PSP JV

The Kerala government has finalised the tender process for infrastructure development of the Palakkad Smart City (Integrated Manufacturing Cluster), part of the Kochi–Bengaluru Industrial Corridor. The contract has been awarded to a joint venture between Dilip Buildcon (DBL) and PSP Projects, making Kerala the first state in the country to award such a contract among the 12 sanctioned industrial corridor smart city projects.
According to the Chief Minister’s Office, the Palakkad Smart City is a Rs 36 billion project, with Rs 14.89 billion already spent on land acquisition through the Kerala Infrastructure Investment Fund Board (KIIFB). So far, 1,450 acres of land have been acquired, with 110 acres transferred in December and 220 acres in March. The Union government has also released Rs 3.13 billion for the project.
The Kochi–Bengaluru Industrial Corridor was approved in 2019, with both the state and central governments sharing equal participation. Land acquisition began in 2020, and by July 2022, 85 per cent of the required 1,152 acres had been secured. The Kerala Industrial Corridor Development Corporation (KICDC), a special purpose vehicle with equal participation of KINFRA and the National Industrial Corridor Development and Implementation Trust, is overseeing project execution.
The infrastructure package includes construction of roads, drainage systems, bridges, water supply networks, fire safety measures, water recycling, sewerage systems, power distribution, industrial wastewater collection, and treatment plants.
