Rajasthan Launches Rs 180 Billion Pugal Solar Park Project

The Rajasthan government has launched the Pugal Solar Park project in Bikaner, integrating 2,450 MW of solar capacity with 5,000 MWh of battery energy storage to supply reliable peak-hour power across the state.

Spread across 4,353 hectares of government-leased land in Pugal tehsil, the project is being developed by Rajasthan Solar Park Development Company Ltd. (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation Ltd. (RRECL). The park will operate on a plug-and-play model featuring pre-developed civil and electrical infrastructure along with assured grid connectivity.

Rajasthan’s Energy Minister, Heeralal Nagar, said the project marks a major milestone in the state’s renewable energy ambitions and is expected to attract investments exceeding Rs 180 billion. Energy Secretary Ajitabh Sharma confirmed that the tender for the project will be floated on 28 November 2025 under a tariff-based competitive bidding process.

Calling the initiative a “game changer,” Sharma stated that the park will provide firm renewable energy during evening peak hours, helping bridge Rajasthan’s projected power deficit of over 22,000 MWh by FY29.

The project will be bid out in two lots: one comprising 2,000 MW of solar with 1,020 MW/4,080 MWh of battery storage, and another with 450 MW of solar coupled with 230 MW/920 MWh of battery capacity. Each lot will be allocated through an e-reverse auction, with a minimum bid size of 225 MW.

Successful developers will enter into 25-year power purchase agreements (PPAs) with Rajasthan Urja Vikas and IT Services Ltd., supported by an optional payment security mechanism to ensure predictable and timely cash flows.

With its scale and integrated storage capacity, the Pugal Solar Park is expected to strengthen Rajasthan’s renewable energy leadership and support India’s broader clean energy transition by ensuring consistent, dispatchable solar power.
