BHEL Seeks Bids for Water Treatment at Yamunanagar Power Plant
Bharat Heavy Electricals Limited (BHEL), through its PEM division, has recently invited bids from Indian suppliers for the supply of Water Treatment Packages for the 1x800 MW HPGCL Yamunanagar Thermal Power Project. The tender is open exclusively to Class-I local suppliers with a minimum of 60 per cent local content.
The scope of work includes the supply of a complete Water Treatment Package in line with Specification No. PE-TS-510-404-W001. Materials will be delivered directly to the customer site, while execution and coordination will be overseen by BHEL’s PSNR division.
As per the tender schedule, the last date for seeking clarifications is 15 December 2025, followed by a pre-bid meeting on 16 December 2025. Bid submission closes on 20 December 2025 at 12 PM, with technical bids scheduled to be opened later the same day at 4 PM. All bids must be submitted through BHEL’s e-procurement portal.
An Earnest Money Deposit of Rs 500 million is mandatory, with acceptable modes including EFT, demand draft, bank guarantee, FDR or insurance surety bond. The EMD must remain valid for 45 days beyond the bid validity period. Other commercial conditions include a 10 per cent security deposit, applicability of the price variation clause and final price discovery through a reverse auction process.
Only eligible Class-I local suppliers meeting all technical and financial criteria can participate. As the package is safety-critical, MSMEs and startups must also comply fully with qualification norms. Evaluation will be based on overall L1 pricing, excluding GST, with additional procedures applicable in case of identical bids.
