BHEL Invites Bids For Rooftop Solar And Battery Storage

A Power Purchase Agreement (PPA) will be executed for a period of 25 years at a fixed tariff to provide revenue visibility for the successful bidder. The scope includes design, engineering, supply, installation, testing and commissioning and construction of the power evacuation infrastructure to connect the installation with BHEL's substation.

A technical stipulation requires the battery to be charged exclusively from the solar array with no grid charging permitted. The battery is expected to discharge during peak demand for up to four hours per day and the system must deliver a minimum round-trip efficiency of 85 per cent on an AC-to-AC basis to ensure effective storage utilisation.

The tender was issued on 4 May 2026 and online submission of bids closes on 14 May 2026 at 9:00 AM, with techno-commercial bids scheduled to be opened the same day at 12:30 PM. The selected developer must achieve financial closure within three months of the effective date of the PPA and complete commissioning within six months.

Bidders are required to submit an Earnest Money Deposit of Rs. two mn, with exemption for MSMEs registered under NSIC or Udyog Aadhar, and provide a Performance Bank Guarantee of Rs 6 million prior to PPA signing or within 21 days of the Letter of Intent. Eligibility conditions include prior experience of at least three MWp in solar projects and 24 MWh in battery systems, a minimum net worth of Rs. ten mn and an annual turnover of Rs. 50 mn for FY 2024-25; selection will follow a two bid process and an e-reverse auction to finalise the lowest tariff.
