Haryana Approves Metro Land Purchase Policy For NCRTC Projects
The Haryana government approved a land purchase policy on June 10, 2026, to facilitate land assembly for metro and rapid transit projects being developed by the National Capital Region Transport Corporation. The decision was announced from New Delhi and is intended to provide a clear administrative route for acquiring parcels required for corridor development while reducing procedural delays.
The policy sets out procedures for the purchase of privately held land required for projects implemented by the corporation and seeks to balance timely delivery with safeguards for landowners. It establishes a framework for the identification of required parcels, verification of titles and concerted action to remove encumbrances so that project schedules are not hampered by protracted disputes.
The National Capital Region Transport Corporation, which is responsible for implementing regional rapid transit and related corridor projects across the National Capital Region, will work with the state under the new arrangement. The policy outlines roles for the corporation, state departments and local authorities in valuation, payment timelines and documentation, and it requires that compensation and statutory entitlements are processed as per applicable norms.
Implementation will involve district administrations and development authorities in coordination with the corporation to survey corridors, prepare acquisition schedules and facilitate access for construction once clear titles are secured. The policy also envisages mechanisms for stakeholder consultations and grievance redressal to address concerns of affected landowners and to maintain transparency in purchase decisions.
Officials said the move is expected to reduce delays in land assembly and support the timely start of civil works, thereby contributing to improved urban mobility in the region. Detailed operational guidelines and administrative orders will follow to implement the policy and to monitor its application across project locations.
