SAIL IISCO Invites Bids For Four MW Rooftop Solar At Burnpur
The IISCO Steel Plant, a unit of the Steel Authority of India Limited (SAIL), has invited bids for the installation of a four megawatt (MW) rooftop solar photovoltaic system at its Burnpur facility in West Bengal. Rupees (Rs) and million (mn) are used to present financial figures in the tender summary.
The project is non-turnkey and carries an estimated cost of Rs 134.62 mn (Rs 134,618,328) with a total base value of Rs 132.08 mn (Rs 132,078,168). Selection will be by L1 evaluation followed by an online reverse auction and the contractor must complete supply, installation, testing and commissioning within 12 months of the contract effective date.
Consortium bids are permitted. The tender was published in early July 2026, with pre-bid queries accepted until 14 July 2026 and an online pre-bid meeting scheduled for 11 July 2026 to clarify technical and commercial aspects. The last date for bid submission is the first of August 2026 and technical bids will be opened on the same day. Bids must remain valid for 180 days.
The tender requires an earnest money deposit of Rs 1.00 mn, payable online or by bank guarantee, while eligible government recognised bidders may submit exemption documents and a bid securing declaration. The tender specifies a performance bank guarantee value of Rs 1.00 mn and sets out further contract performance guarantee terms in the commercial volumes.
The scope comprises 21 components covering supply, installation and maintenance, with the largest cost allocation to ALMM-approved solar PV modules with a minimum capacity of 600 Wp and efficiency of 23 per cent, valued at Rs 67.03 mn. The contract includes a five-year comprehensive operation and maintenance (O&M) obligation valued at Rs 12.6 mn to be delivered over 20 quarterly cycles after commissioning.
