ISHRAE and IGBC Sign MoU to Strengthen Commissioning Nationwide

The Indian Green Building Council (IGBC), part of CII, and the Indian Society of Heating, Refrigerating and Air Conditioning Engineers (ISHRAE) have signed a Memorandum of Understanding to institutionalise and strengthen commissioning of building services across India. The agreement aims to build national capacity, introduce structured accreditation and ensure higher standards of energy efficiency, safety, performance and occupant well-being in building projects.
Under the MoU, both organisations will jointly develop a national training, certification and accreditation programme to qualify Certified Commissioning Professionals (CxP) and Certified Commissioning Authorities (CxA). The scope of commissioning will extend beyond HVAC to include electrical, plumbing, automation, water systems, renewables and other building services. A multidisciplinary Joint Technical Committee will design the curriculum and oversee quality, with further improvements driven through recurring reviews at Green Building Congress and ACREX.
The collaboration also enables IGBC to empanel Commissioning Authorities, each comprising at least three accredited CxPs with multi-system expertise. The empanelment will be valid for three years and renewed through Continuing Education Programs conducted jointly by ISHRAE and IGBC. Nationwide deployment will be facilitated through IGBC chapters and ISHRAE Knowledge Centres, with formats ranging from awareness sessions to advanced courses.
IGBC will mandate Certified CxPs for green building projects under its rating systems, supporting wider industry adoption and consistent commissioning standards. Commissioning is recognised by both organisations as a key process that ensures building systems perform as designed and can deliver 8–10 per cent energy savings and reduced carbon emissions when integrated early in project development.
Jayanta Kumar Das, Society President, ISHRAE, said the collaboration marks a major advancement in establishing commissioning as a structured discipline in India and creates a holistic framework that enhances performance, safety and sustainability across the industry. K S Venkatagiri, Executive Director, IGBC, stated that the partnership enables a scalable commissioning ecosystem that elevates green building quality and opens new avenues for professional development while supporting India’s climate goals.
