DRDO’s PXE Floats EOI for 5 MW Solar Project With Storage

The Proof & Experimental Establishment (PXE) under the Defence Research and Development Organisation (DRDO) has invited an Expression of Interest (EOI) for setting up a 5 MW solar power project with battery energy storage at its Chandipur facility in Odisha’s Balasore district.
PXE is one of DRDO’s key defence laboratories, engaged in proof and flight testing of armament stores and artillery systems. The proposed solar project forms part of the establishment’s initiative to adopt clean energy solutions while ensuring reliable and uninterrupted power supply for its critical operations.
The project envisages the development of a ground-mounted, grid-connected solar photovoltaic plant integrated with a Battery Energy Storage System (BESS). The inclusion of battery storage is expected to enhance power reliability and address intermittency issues associated with solar generation. The project will be implemented under the Renewable Energy Service Company (RESCO) model, with a Solar Power Developer selected to undertake end-to-end responsibility.
According to the EOI, the selected developer will handle the complete scope of work, including design, financing, engineering, procurement, construction, testing and commissioning of the project. Post-commissioning, the developer will also be responsible for operations and maintenance for a period of 25 years. PXE has earmarked around 25 acres of land within its premises for the solar installation.
While the entire project cost, including the construction of transmission lines up to the nearest state substation, will be borne by the developer, PXE will extend administrative support. The establishment will also facilitate the signing of a Power Purchase Agreement with the local utility or distribution company to enable power offtake.
The EOI is open to Indian companies or consortiums meeting defined technical and financial eligibility criteria. Bidders must have prior experience of developing at least 25 MW of grid-connected solar capacity, including one completed project of 5 MW or more, along with a minimum six-month operations and maintenance track record. Financial eligibility includes submission of audited accounts for the past three years and demonstration of a positive net worth.
The EOI document does not specify submission deadlines or details related to earnest money deposit and performance guarantees, which are expected to be outlined at the request for proposal stage.
