India Signs MoUs With 23 Countries For Digital Public Infrastructure
India has signed memoranda of understanding and agreements with 23 countries to share and cooperate on India Stack and Digital Public Infrastructure (DPI), primarily to enable replication and adoption of the nation’s digital governance platforms. The measures seek collaboration in digital identity, digital payments, data exchange and service delivery platforms, aligned with India’s broader DPI diplomacy under the India Stack framework. The package of arrangements reflects a diplomatic push to make scalable digital public goods available to partner countries.
The Unified Payments Interface (UPI) is now live in over eight countries including the United Arab Emirates, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius and Qatar and is positioned as a global leader in digital payments. Its international adoption is reported to support remittances, promote financial inclusion and enhance India’s presence in the global fintech landscape. Officials presented the expansion as evidence of the operational maturity and interoperability of India Stack components.
Separate memoranda have been concluded for DigiLocker with Cuba, Kenya, the United Arab Emirates and Lao People’s Democratic Republic, and the government has promoted wider sharing through the India Stack Global portal. The portal provides access to 18 key digital platforms and is intended to facilitate adoption by friendly countries. In addition, the Global DPI Repository launched during India’s G20 Presidency in 2023 is described as a global knowledge platform to which India has contributed the highest number of DPI solutions.
The set of platforms being shared includes Aadhaar for biometric identity and authentication, CoWIN for vaccination management, API Setu for secure data sharing, DigiLocker for electronic documents and Aarogya Setu for health risk assessment, alongside the Government e-Marketplace, UMANG, DIKSHA, e-Sanjeevani, e-Hospital, e-Office and eCourts. Further offerings span POSHAN Tracker, the National Non-Communicable Diseases platform, the Skill India Digital Hub, the Public Financial Management System and PM GatiShakti, each designed to support service delivery, procurement, health, education, skills and infrastructure planning.
