Haryana Forms Technical Committee To Strengthen Aviation Safety

The Haryana Civil Aviation Department has constituted a high-level technical committee to frame a comprehensive Standard Operating Procedure for safe and secure flight operations at state aerodromes, in line with the Directorate General of Civil Aviation (DGCA) guidelines. The committee will function under the chairmanship of the Accountable Manager of the Civil Aviation Department, Haryana, and will include experienced professionals from the aviation and planning sectors. In addition to drafting the SOP the panel will assess the requirement of technical posts in the department to ensure full regulatory compliance and improved operational capability.

The decision emerged during a virtual review meeting chaired by Chief Secretary Anurag Rastogi, where the upkeep and development of runways and aerodromes across the state were reviewed in detail. The Chief Secretary said that aerodrome maintenance is a continuous and ongoing process and noted that the department has already undertaken several improvement measures, including periodic recarpeting of runways and regular inspections. He further indicated that these measures would be consolidated within the SOP framework to ensure uniformity and adherence to safety norms across all facilities.

The Chief Secretary issued directions to the Public Works Department (B&R), the Horticulture Branch and to Deputy Commissioners to ensure systematic, coordinated and time-bound maintenance of aerodromes across Haryana in accordance with DGCA safety and operational standards. The directions are applicable to all operational aerodromes in the state, including Bhiwani, Narnaul, Pinjore and Karnal, where improvement and maintenance works are under active consideration. The technical committee will also set out timelines benchmarks and performance indicators to provide clarity to executing agencies and to strengthen oversight.

Officials said the exercise is expected to create a uniform approach to maintenance planning and staffing so that regulatory obligations are met and flight operations remain reliable. The Standard Operating Procedure will bring technical expertise and interdepartmental coordination to address runway integrity vegetation control and other aerodrome facilities within a common framework. The panel has been tasked with delivering recommendations and an implementation plan to enhance preparedness and regulatory compliance.
