BPCL Sembcorp JV to Supply Green Hydrogen to NRL
NeuEN Green Energy Pvt. Ltd (NeuEN), a fifty-fifty joint venture between Bharat Petroleum Corporation Limited (BPCL) and Sembcorp Green Hydrogen India Private Ltd, has secured a contract to supply 10,000 tonnes per annum (10,000 t per annum) of green hydrogen to Numaligarh Refinery Ltd (NRL). The supply is scheduled to commence commercial operations in 2028 under a long-term offtake arrangement.
Under the agreement NeuEN will develop a green hydrogen production facility at NRL's refinery in Assam that will integrate renewable energy with advanced storage solutions to enable reliable round-the-clock operations. The facility is intended to support refinery decarbonisation and to provide a scalable solution aligned with industrial demand. Project execution will follow the terms of the competitive bid through which the award was secured.
BPCL characterised the project as a significant milestone in its strategy to build a future-ready and resilient energy portfolio and said the JV will strengthen its presence across the green hydrogen value chain while progressing towards becoming a supplier of clean energy solutions. The company indicated that emphasis will remain on building robust execution capabilities. The award was presented as evidence of the evolving maturity of the green hydrogen sector and the role of market-aligned contracts.
Sembcorp described the contract as further alignment with its strategy to enable a lower carbon energy future and said the tariff outcome underlined the importance of well-structured long-term offtake contracts to achieve cost competitive production. The group reiterated its commitment to support NRL in decarbonisation objectives. NeuEN leadership noted that combining BPCL's domestic market presence and infrastructure capabilities with Sembcorp's global renewable experience will enable integration of low-carbon solutions into refining operations.
Sembcorp was noted to maintain a seven point six gigawatt renewables portfolio in India and to be positioned to support large-scale green hydrogen production and derivatives as decarbonisation pathways. The project is framed as contributing to national and industrial energy security objectives while advancing India's green hydrogen ambitions. Stakeholders signalled that the facility will aim to deliver operational reliability and market-aligned supply.
